  • Cory Rushing submitted an application for Conditional Use. The Conditional Use would be for an ice vending machine. This request is for a vacant lot across from “Neighbors convenience store” at 3443 Middleground Road. The property address for consideration is 3195 Middleground Road.

  • Lee Smokes submitted an application for Conditional Use pursuant to Section 606 of the Bulloch County Zoning Ordinance. The Conditional Use would be for a placement of a manufactured home in an R-40 zoning. The property is located at 4022 Eldora Road.
  • NAK Properties submitted an application to rezone 5.39 acres from AG-5 (Agricultural 5 acres) to HC (Highway Commercial) to allow for a commercial business-rental property. The property is located at 198 Vera Lane

  • Motion to Approve Concession Agreement with Tarantinos Restaurants, LLC
    • operate the pizzeria concession stand at Splash in the Boro for the 2022 season. In consideration for this license, Tarantinos will pay Bulloch County total compensation of $40,000.00, payable in four installments of $10,000.00 each. Aquatics Division.
    • Manager Alex Estrada negotiated the terms of this agreement with Tarantinos and recommends approval.

  • Motion to approve a license and subscription agreement with Bluebeam, Inc., in the amount of $3,714.00 for the Planning and Zoning Department
    • will enable the department to begin to review large commercial building permits and subdivision plats digitally via the Bluebeam software application. This software application will help to maximize productivity and improve workflow efficiency.

  • Motion to Approve 2022 Janitorial/Cleaning Bid For Multiple Locations
    • Sealed bids were accepted for janitorial and cleaning services for Bulloch County Recreation and Parks locations: Mill Creek 5FC, 4FC, 3FC/Soccer and Brooklet Community Building.
    • Clean by Lucy submitted the low bid in the amount of $10,900. This would cover period of April 11, 2022 through December 31, 2022. After reviewing the bids, staff recommended the county accept the bid from Clean by Lucy

  • Motion to enter into a contract with Mill Creek Construction Company for Mill Creek Park and Stilson Park Walking Trail Repairs in the amount of $95,045.00, to be funded by TSPLOST.
    • includes repairs to the asphalt walking trails at Mill Creek Park and Stilson Park. Many areas of both trails have been damaged by tree roots, creating tripping hazards. The contract also includes repairing areas that have deteriorated due to poor subgrade and drainage, as well as the repair of several damaged areas in the Mill Creek Park parking lot. The low quote from Mill Creek Construction met all requirements of the County’s specifications.
    • Quotes were requested from four contractors and three quotes were received
      • The low quote of $95,045.00 is higher than the County Engineer’s cost estimate, which was $60,000. The higher cost is due to the rising price of asphalt and fuel, along with the difficulties in estimating costs for the operation of accessing different areas of the parks with equipment.
      • The County Engineer recommends approval of the low quote because there are safety issues that are being corrected by this work, and it is unlikely prices will change much in the next few months. Also, if the project were to be quoted again or put out to bid, it is likely that the same contractors would again be submitting quotes or bids.
      • The Finance Department confirms that there are TSPLOST funds available to cover the extra cost.
