Bulloch Commissioners to Consider 6 Month Moratorium on Rezone Applications in Part of County

The Bulloch County Commissioners will consider imposing a six month moratorium on rezoning applications for new subdivisions and development in the southeastern portion of the county.

The item is on the agenda for the commission meeting on August 16, 2022.

Specifically, the moratorium up for consideration would prohibit rezoning applications from being accepted by the county for property in the unincorporated area of Southeastern Bulloch. It would apply to properties zoned R-40, R-25, R-15, R-3, R-2, PUD-1, and MHP. R-40, R-25, and R-15 are single-family residential. R-3 is multi-family residential. R-2 is two-family residential. PUD-1 is Planned Residential Development and MHP is Manufactured Home Park. 

County officials believe time is needed to review and revise zoning, subdivision, and development ordinances and regulations in anticipation of the “significant impact that the new Hyundai plant in Bryan County will have on residential growth in Southeastern Bulloch County.” County staff is asking commissioners to approve the moratorium to ensure long-term planning is considered. 

Six months from Tuesday’s commission meeting is February 10, 2023, but the resolution, as currently written, allows for one extension of up to 180 additional days. The moratorium, however, would not impact applications that go before Planning & Zoning, but are based on zoning ‘at the time the moratorium takes effect’ and do not require a change.

Bryan and Effingham counties have been grappling with growth at an astronomical rate of growth which has put significant pressure on their infrastructure, public safety, and educational resources. Citizens routinely fill commission meetings to express dissatisfaction with the continued approval of expansive subdivisions while infrastructure continues to lag. The job growth from the Hyundai plant is expected to exacerbate that problem. 

Commissioners will meet at the county annex on Tuesday at 8:30 a.m.. Meetings are open to the public. Those wishing to speak must sign up before the meeting.
