Here’s what happened at the July 20, 2021 Bulloch County Board of Commissioners meeting:

Robert & Lori Lee addressed commissioners about an issue they’ve been dealing with for more than a decade on Grimshaw Lane. The live on the downhill side of where Johnson Run subdivision Phases 1-3 were built when the infrastructure was added, the drainage started rolling to their property. Over the years, the Lees have worked with the county to try to resole the matter and worked to help the county build a drainage ditch between to the two properties to try to redirect some of the water. The new S&S Greenway proposal will impact them on the other side of their property and they have major concerns about how the pavement and runoff will impact their property again. They would like the county to do a Water Impact Survey.

To grant a 2021 alcoholic beverage license for package retail beer and wine sales to:
–Melissa Secrest and On the Go 24 Inc located at 25317 US Highway 301 North, Statesboro
–Melissa Secrest and On the Go dba On the Go #33 located at 7643 Highway 67 Brooklet

Adopt a resolution authorizing acceptance of Cove Court in Woodbridge Cove Subdivision Phase III

The developer has requested that the County accept dedication of and title to the roads in Woodbridge Cove Subdivision Phase III. County Engineer Brad Deal has inspected these roads and determined that they comply with all County requirements. Adoption of the resolution will implement acceptance of these roads and authorize Chairman Thompson to accept a deed for these roads on behalf of the County.

Motion to enter into an intergovernmental agreement with Georgia Department of Corrections for the care and custody of State Offenders

This approval will be to renew the annual agreement with GDOC to maintain custody and care of state inmates. This agreement will be valid from July 1, 2021 to June 30, 2022. GDOC reimburses the County the sum of $22 per inmate per day and up to $1,000 per inmate per incident for medical expenses.

Motion to enter into a 3 year agreement with Georgia Technologies for a full-time onsite IT Technician dedicated to the County Bulloch County has identified a need for a full-time IT technician to continue to provide an acceptable level of service. As the current IT provider, Georgia Technology has offered to hire and provide the county with a fulltime technician that is dedicated to the IT needs of all county facilities and will be physically located onsite.

As a Georgia Technologies employee, Georgia Technologies will provide all benefits and leave time to the employee under this agreement. This item has been budgeted. The county will pay for services as follows:
Year One: $4,675/month
Year Two: $4,775/month
Year Three: $4,835/month

Consent agenda was approved unanimously.

Commission & Staff Comments

Executive Session (Personnel & Real Estate) at 8:51 a.m.

New Business as a result of Executive Session

Approval of a contract to purchase approximately 21.69 acres of real property at a price of $85,000 per acre. Technically it was a counteroffer because the offer was accepted after the County’s deadline. The location is 11620 US Highway 301 South.
Approved unanimously.

Approval of a counter offer to purchase approximately 15.32 acres of real property at a price of $67,500 per acre. (Because it is a counteroffer and the real estate matter is not yet complete, the property location is not public)
Approved unanimously.
