Public Hearing for the City of Statesboro Comprehensive Plan Update
A meetings is scheduled for Wednesday, 12/6/23 at 5:30 p.m. at City Hall. 2 additional hearings are scheduled for January and February.
Public Hearing and First Reading of Ordinance 2023-20: An Ordinance amending Chapter 10, Article I of the Statesboro Code of Ordinances.
This is a complete revision of the chapter, which is animal control. The city partnered with the county for Aniaml Control and entered into an Integovernmental Agreement (IGA), which required the city and county ordinances be similar for the purposes of enforcement.
No one was present to speak in favor or against the matter.
Motion by Barr, second by Chavers. Approved 1st reading unanimously.

Second Reading and Consideration of a motion to approve Ordinance 2023-19: An Ordinance amending Chapter 66, Article V Collection Practices of the Statesboro Code of Ordinances in order to amend the text in Section 66-91 (c)(1).
City Manager Charles Penny deferred to City Attorney Cain Smith. This addresses the roll out cart ordinances which addresses:
- Fines and fees on the schedule for the city
- Complaints can be brought by citizens and city employees
Consideration of a motion to approve Resolution 2023-50: A Resolution to adopt the Fourth Amendment to the City of Statesboro Schedule of Fees, Rates, and Fines for Fiscal Year 2024.
This is the fees and charges schedule
- Mobile vending (ice cream truck) – so this establishes a fee of $150
- Polycart (roll out cart) – repeals $10 fee and institutes a fee $25/violation
Penny said the intent is not to collect these fees, but to encourage people to return their carts to their ‘home’ instead of in the street.

Consideration of a motion to approve the amendment to the contract for Tyler Technologies Software in regards to iCloud storage.

Consideration of a motion to approve the purchase of a 2023 Ford Maverick from Woody Folsom Ford in the amount of $33,420.00 for the Statesboro Fire Department. This purchase will be paid utilizing 2019 SPLOST funds.
