An informal rundown of what happened at Statesboro’s April 2023 City Council meeting.

Consideration of a Motion to approve the Consent Agenda

  • B) Consideration of a motion for approval of surplus and disposition of a 2006 Chevrolet
    Impala in the Planning & Development Department.

Public Hearing & Consideration of a Motion to approve application for an alcohol license in accordance with the City of Statesboro alcohol ordinance Sec. 6-13 (a):

Blue Mile Wine & Spirits

License Type: Package Sales Beer, Wine, and Distilled Spirits

The city reported no issues with the application with department heads signing off on the application. No one was present to speak in favor or against the application.

Public Hearing & Consideration of a Motion to approve application for an alcohol license in accordance with the City of Statesboro alcohol ordinance Sec. 6-13 (a):

A) AMC Statesboro 12
991 Lovett Road
License Type: Restaurant

B) Blue Mile Pizza
408 South Main Street
License Type: Restaurant

The city reported no issues with the applications with department heads signing off on the application. No one was present to speak in favor or against either application.

With no council discussion, the applications were approved unanimously.

Consideration of a motion execute a Professional Services Agreement with Hussy, Gay, Bell Engineering Inc. in the amount not to exceed $40,320.00 to provide design, bid, grant application and contract administration services for the extension of sanitary sewer service inside of Bruce Yawn Commerce Park to serve Aspen Aerogels. To be paid for with Grant Proceeds and System Revenues.

The location where Aspen Aerogels is planning to operate is the responsibility of the city. City Manager Charles Penny said the city received a grant for a portion of the costs while, per Penny, ‘another party’ will make up the rest.

Councilman Boyum asked how much water the city will bill Aspen Aerogels for each day, to which Penny replied, “$80,000.”

“That’s good money,” Boyum replied. The council approved the agreement unanimously.

Consideration of a motion to execute a Professional Services Agreement with Hussy, Gay, Bell Engineering, Inc. in the amount not to exceed $93,870.00 to provide design, bid, easement acquisition services and contract administration services for the extension of sanitary sewer service to the Ramble Road Subdivision. To be paid for with ARPA funds approved in CIP Project #32-E.

Council approved this measure in a vote of 4-0.

Consideration of a motion to approve selection of Goodwin Mills Cawood and authorize the city manager to negotiate a contract with Bulloch County for the Statesboro-Bulloch County Long Range Transportation Plan to be paid with TSPLOST funds. Final contract to be approved by city council at a later date.

Council approved this measure in a vote of 4-0.

Consideration of a motion to approve the purchase of a 2023 Ford Explorer for the Statesboro Fire Department, for an amount not to exceed $55,000.00.

Other Business from City Council

Councilwoman Shari Barr congratulated Councilwoman Chavers on being the winner of the Storybook Character contest. She also congratulated her on her nomination as 3rd Vice President for the Georgia Municipal Association. The election will take place at a later date.

Councilman Boyum offered a summary of the city gym tour, which is available for employees through the health benefit plan. “The gym and the new trainer we have there, keeping our people healthy is important. It’s hard enough to find good people, let alone keep them from getting hurt,” he said. He said that he wants to discuss budgetary opportunities to give city Public Works employees 2-4 hours per month to go to the city-owned gym while they’re on the clock.

Consideration of a Motion to enter into Executive Session to discuss “Personnel Matters” “Real Estate” and/or “Potential Litigation” in accordance with O.C.G.A 50-14-3(b)

Council went into executive session at 9:25 a.m. to discuss personnel issues, real estate matters, and legal matters.
