Man Who Died in Bulloch Jail Was Awaiting Mental Evaluation

The Georgia Bureau of Investigation released the name of the inmate who died in the Bulloch County Jail this week and court records show he was awaiting a mental evaluation to determine if he was competent to stand trial.

The state agency said Thursday that the inmate was 68-year-old Robert Linwood Chavers.

The Bulloch County Sheriff’s Office said Wednesday morning that the inmate, now identified as Chavers, was found unresponsive in his cell. Life-saving efforts were unsuccessful and the Sheriff’s Office contacted the GBI to assist with the investigation.

Charges Against Chavers

Warrants were taken out for Chavers in July 2023 for two charges:

  • Criminal Trespass – (misdemeanor) – Chavers allegedly entered onto the property of the victim in the incident
  • Peeping Tom – (felony) – Chavers allegedly peeped through the window/blinds of the victim’s residence while she was getting dressed

Chavers was arrested on July 25, 2023 and taken to the Bulloch County Jail. A magistrate court judge denied his request for bond and he was being held at the jail, pending further court action.

His case was presented to grand jury in September 2023 and the charges were amended to:

  • Peeping Tom – (felony) – Chavers allegedly peeped through the window/blinds of the victim’s residence while she was getting dressed
  • Public Indecency (misdemeanor) – Chavers allegedly ‘did perform a lewd exposure of his sexual organs outside of a residence’

In October 2023, the court ordered a mental evaluation to determine if Chavers was competent to stand trial. According to court records, at the time of Chavers’ death seven months later, that evaluation had not yet been completed.

The investigation is active and ongoing.
